An officer shows up for shift, goes to grab the keys to an assigned patrol vehicle, and realizes they're gone. Nobody knows who has them. So the officer starts asking around, walks the lot, and gets on the radio to track down the car. Fifteen, twenty, thirty minutes later, they finally hit the street.
This isn't a one-off. At the Norman Police Department in Oklahoma — 180 officers and a fleet of 34 patrol vehicles — it was routine. Officers regularly lost the first 15 to 30 minutes of their shift looking for a vehicle that was still out with someone from the previous shift.

Why Paper Sign-Out Sheets Always Break Down
Every department has some form of key control. The problem is that the most common system is also the easiest one to skip.
The paper log is the most widespread and the most fragile, because it depends entirely on someone in a hurry stopping to write down a name. The Cost Isn't Just Budget
When key control comes up, the conversation usually starts and ends with money. But in a public safety environment, the real costs show up somewhere else:
Operational time. Every minute an officer spends hunting for keys is a minute they're not in service.
Radio traffic. At Norman, officers were using the radio channel to locate their keys. That channel should be open for calls that matter.
Access control. At Aransas Pass, every key — along with the department's credit cards — was available to all staff, regardless of role. When something goes missing under that setup, there's no way to reconstruct what happened.
Accountability. If you can't say who had which key and when, you can't answer the hard questions: internal, audit, or legal.
